People will act primarily to avoid punishment, and the level of compliance depends on the level of control. The outcomes are usually poor to mediocre, as there is no real engagement. Executive orders do not unify; instead, they tend to create division.
In summary, an executive order is not a true solution. However, it may remain a leadership tool to be used very selectively.
ACTIVISM
Activism can be seen as an executive order without enforcement power, which is why it has the potential to inspire parts of the population. In some societies, activists face punishment, while in others, they can operate more freely—though always within certain limits.
Activism plays a crucial role in opening minds, especially when people are too busy to notice or understand the need for change. However, as a leadership method, activism is challenging. It is often too weak to be heard or, at times, becomes too loud and disruptive, leading to division within society.

Laws and regulations are the foundational steering mechanisms of societies.
Laws require enforcement to be effective; without control, they often become ineffective across all types of societies. The creation of laws is a complex and time-consuming process that does not inherently unify people. There will always be groups who oppose specific legislation—or the lack of it.
While laws and regulations alone cannot unify the world or drive the profound lifestyle changes needed to address climate change, they remain an essential part of the toolbox for visionary leadership.
